Generate Codelist=IIASA_ECE:CL_TRANSPORT_SCENARIO.

This code lists contains unique IDs for scenarios supported by the MESSAGEix-Transport workflow (transport.workflow), plus the annotations:

• SSP-URN: the URN of a code identifying the SSP scenario to be used for sociodemographic data, for instance “urn:sdmx:org.sdmx.infomodel.codelist.Code=ICONICS:SSP(2024).1”.

• is-LED-scenario: either “True” or “False”.

• EDITS-activity-id: either “None”, “‘CA’”, or “‘HA’”.
