Set up calculation of pdt_cap.

Per Schäfer et al. (2009) Figure 2.5: linear interpolation between log GDP PPP per capita and log PDT per capita, specifically between the observed (GDP, PDT) point in \(y_0\) and (Config.fixed_GDP, Config.fixed_pdt), which give a future “fixed point” towards which all regions converge.

Values from the file pdt-elasticity.csv are selected according to .Config.ssp and used to scale the difference between projected, log GDP in each future period and the log GDP in the reference year.
