Scaling factor for input (energy intensity of activity).

If Config.project is ScenarioFlags.TEC, the value declines from 1.0 at the first y to 0.865 (reduction of 13.5%) at y=2050, then constant thereafter.

Otherwise, the value is 1.0 for every (t, y).

The return value includes y from 2010 onwards.
